Considering that this tag has only ever been used for one character, I think that manual tagging should be sufficient at this point. Maybe if it gains more traction in the future, these implications might become a bit more useful, but Kantai Collection's utter dominance of the headgear tag makes me regard this as unlikely.

Yes, 48 posts is too small for an implication and headgear is such a broad and vague tag that I'm reluctant to imply anything to it.
