[REJECTED] Mass Update shrug -> shrug_(motion)

BUR #2092 has been approved by @Hillside_Moose.

mass update shrug -> shrugging

Reason: To avoid confusion between shrug_(clothing) and shrug, i believe a suffix should be added to shrug.

It doesn't help that there are quite a bit of mistaggings already, so a gardening of the tag is needed.

Why not shrugging? Tags for actions tend to be gerunds, e.g., waving, fighting, spilling.
