In short, there's a japanese twitter account who posts in semi-set intervals the names of three Touhou characters. Artists who partecipate are supposed to draw a sketch/drawing of one of said characters with the time limit of one hour. After they're done they post the result to the hashtag #深夜の真剣お絵描き60分一本勝負. It is quite famous, and some western artists partecipate too.
Should there be a tag or pool for artworks posted under said event?
There is one for Kantai Collection too, pool #10012 being the biggest example.

Also, users usually refer to it as (and have a tag called) "Wandoro".
Kinda surprised Touhou doesn't have one yet since it's the original one lol
The tag speed drawing has been proposed before to encompass all of these, see topic #13635. I think it's ok to go ahead and create it, with the guideline being "under 2 hours" and artist stating they did it within a fixed amount of time, through the use of tag or otherwise. There are other challenges beside 1-hour-draw, most of them self-imposed ones - I've seen 30-minute challenge for sure.

So a pool for Touhou one-draws and a tag for the theme overrall?

You'll probably be told that the tag combo of 'touhou speed_drawing' prevents the need for that pool
Stuff like pool #13623 is thematically linked and pool #10012 is a series, but don't expect pools if they're not thematically linked like these examples

That is what i'm trying to prevent - usually there are only three touhou characters available, and it's only for a determinate amount of time. I don't want to throw inside artworks NOT made for that.

speed_drawing could be used for generic time trial challenges, and touhou wandoro gets a pool for that specific event (+ speed drawing tag).
