BUR #1951 has been rejected.

remove implication handcuffs -> cuffs
remove implication shackles -> cuffs
create implication sleeves_rolled_up -> cuffs
create implication sleeves_folded_up -> cuffs

Reason: Cuffs are not handcuffs.

The primary definition of a cuff is the outer part of a long sleeve or pant leg, especially when rolled up or folded. The meaning of a restraint device (contraction of handcuffs) is colloquial and secondary. The wiki for cuffs was formerly very confusing on this point. It insisted that cuffs are a restraining device, but that cuffs-as-slang-for-handcuffs was a separate meaning. There is no reason to make cuffs a synonym for handcuffs when handcuffs is already its own tag.

Regardless of the outcome of this update request, I would strongly suggest that you never again attempt to dramatically rewrite a tag's wiki without first obtaining other users' input on the subject, especially when that tag has been in use for a decade and is used on over thirteen thousand posts. Danbooru's tagging system is built upon collaboration and group effort. Unilateral, disruptive action is not how things are done around here. I'm reverting your edit to cuffs for now; there is no other tag currently in use for nonmetal restraints like in post #459399, and I doubt anybody here is particularly enthusiastic about having to re-tag thousands of posts because someone completely redefined a tag on a whim.

Also, since you're new here, you may be surprised to find that Danbooru's tag definitions often diverge significantly from their "primary" dictionary definitions (e.g. arcade, cowgirl, nature). My advice to you is to get used to this, because the English language is an ambiguous mess of colloquialisms and homonyms, and tag meanings must be chosen based on whatever happens to be most useful for searching. As much as everyone would like for Danbooru's tags to conform exactly to the rest of the world, compromises must inevitably be made.

If I recall when this came about, the dominate usage of the tag cuffs was for the restraint and not for the portion of the sleeve. I do not know if that has changed over the years, but at the time these implications were arranged the dominate usage was definitely for restraints.

-1 Agree with iridescent slime. Also, I can't think of a situation where I would ever want to tag cuffs given the proposed definition in the OP. That would be like tagging nose or eyes on all characters. The tag dress shirt should be sufficient to convey that information.
