I'm not really sure why this implication exists (other than because of the name) as most (if not all) forms of love letters will be in the shape of an envelope (with a heart on) and thus should not be tagged with letter, as far as I can understand. I also couldn't find any past discussion either for or against this implication, not even when it was made.

I feel like this would actually be counterproductive. As you can see in the results for letter -envelope, most of those are actually envelopes. I'm wondering if there's any use in having letter and envelope as distinct tags given that the vast majority of users use the two interchangeably.

Well envelope -letter still gives quite a bit of results so it's not like it's a totally lost cause.

You can actually have both a letter and envelope separately in the same image since they are 2 distinct objects.
