Yes, you can add users.
user:SoAndSo uploaderid:1234 toptaggerid:1234
As seen from the abovfe, you can use just names with the user:
prefix, however using the uploaderid/toptaggerid instead guarantees that user name changes won't invalidate your blacklist.
Approvers used to be blockable, but I don't see that option available in the code anymore. If there was demand for it though, it would probably be brought back.

Actually, looking into it a little further, the user:
metatag is only available for your own uploads, or if you are a moderator.
The uploaderid:
and toptaggerid:
metatags are still available though.

Is there a reason why this is the case? Uploader searches like user:albert still work just fine so it doesn't make much sense that you can't use them in a blacklist too.

I think the Blacklist was changed right around the time of the "Uploader credit" debacle. So, the Blacklist was changed to primarily use the user ID instead as it was seen as less credity...? o_O As for why it wasn't also changed for the search metatags, I'm guessing that it probably was just forgotten. :shrugs:
