suke_(singekijyosei) has over 300 active posts which do not include, to my knowledge, a single original drawing. Their posts are basically just fanfiction using character portraits cropped from official art. Yet they still have an active following. Are these types of posts protected under the same principle as comics, or should they be considered off-topic?
I’d consider them in the same line as comics. It uses a specific visual style to tell a story and isn’t just a bunch words in an image with nothing else to them.
+1 for nuking. For myself, I'd consider those off-topic. I've seen posts like those before for the series I like, but I've avoided uploading them because there's really nothing to them but the text. However even the ones I found had the advantage of having original pictures. The above doesn't even seem to have that.

It's just bunch of words with nothing elsetiny character icons next to them. Chatlog-styled "comics" are only marginally more artful than text-only pages, IMHO. As Danbooru is supposed to be a repository of high-quality anime-style art and doujinshi™, posts like these don't fit in.
Also, is it just me, or are most of these posts really obnoxiously overtagged? Considering how insignificant the details being tagged are, images like post #2790136 and post #2812715 just add useless clutter to the search results for tags like orange kimono and teeth.

Agreed. They don't interest me much right now, but they do no harm and it would disappoint their fans.
I personally think that these posts also do not belong to this site. Might flag the first one of these soon but link this topic in the flag reason. Just in case that the potential Approver could share some words in here as well.
Even if it isn't original artwork, it's not like that's the point of Danbooru, it's rehosting things that aren't easily found or understood by users otherwise. It's essentially a Japanese comic that English-speaking users can only enjoy with the translations we're putting on here.
It's also Kantai Collection featuring a lot of official KC artwork, which is absolutely on-topic, compared to, say, the large amounts of western art and copyrights like Overwatch hosted on English-language that get past the queue. This belongs here more than those things.

Not giving an argument is not a very compelling argument.
It's also not just a single approver who tried to sneak these in, which is why I could re-approve the image. If it was just me who had approved all those images in the first place, I wouldn't have been able to do so.
Again, I don't see any reason, other than some mistaken belief that Danbooru is just meant to be some sort of awards show just for best original art work, that any of these are problematic. (And people can shove any notion of "it's an honor to have your artwork hosted on Danbooru" up their ass, because 9 times out of 10, we're stealing this art for our own uses without permission.)
Danbooru isn't just some porn-only site, it hosts Japanese (and occasional Chinese and other language) comics... and you should know that as a translator. "Quality" that Danbooru hosts isn't focused purely upon the artwork (although many images have nothing but artwork), but upon the whole meaning of what is posted. Hence, you'll see things like tonda's comics, which have objectively bad artwork enjoyed by a large audience because of the quality of the story it tells. That quality matters, as well.
It basically is what BE98 has written: One approver thinks that something is on topic but everything on the image that serves the visual aspects (I mean with that depictions of characters) is third-party edits.
This whole comic is a big bunch of a third-party edit with some own text added to it. Or am I mistaken?
So, asking again, if someone created a textbooru or something similar to host this kind of content, would it be possible to migrate comments and commentaries and notes and uploads of these images to the said site?
