I'm confused about zettai_ryouiki

It says "THE TAG IS NOT VIABLE IF THE IMAGE SHOWS PANTIES/SIMILAR UNDERWEAR OR GENITALIA BETWEEN THE THIGHHIGHS AND SKIRT."

Does this mean most upskirt posts should not have this tag?

If so then all of the examples given in the wiki should not have the tag as they show panties/swimwear/genitalia between the thighhighs and the skirt.

Also, "zettai_ryouiki 1girl shorts" returns 3 pages of results. (Just saying.)

About the shorts part, there's a discussion kinda going on about it over at topic #14674 but it's not really going anywhere.

And about the panties part, there are a whole host of situations in which that tag combination is justified - panty peek, panties down, panties removed, multiple views, comic, otoko no ko, animated... I got rid of a few of the worse examples but most things with that tag combination are right to have it

Considering the fact zettai_ryouiki alone returns 1851 pages it's not that much (less than 1%)
I took a peek, some combinations are legit as in post #2942124 post #2938817, some are borderline and on the verge of trolling us (i.e taggers) like post #2927408, but there are many which are mistagged indeed. I'll try to clean it up when I have a little time.
