The wiki for hands_on_breasts says to instead use "hands_to_chest", which was aliased to hands_on_own_chest.

Regardless of what the wiki says, an alias is the wrong way to go about this. Intuitively, "hands on breasts" may be understood to mean another character's breasts (post #2398028, for instance), which in the case of an alias would result in posts being being mistagged. The tags should be manually migrated and the wiki updated with links to extant tags.
...Huh. I'd actually considered making the request for a simple update, and only decided on an alias because of the wiki entry (and so people would see which tag to use via autocomplete). Still, your counterexample shows that hands on breasts would need manual gardening, whether we go with an alias or not.
EDIT: Had some free time, so I did some gardening, mainly removing "hands on breasts" from posts that don't qualify for hands on own chest. I do want to ask about post #2208764 (Rating: Explicit): it's already tagged hands on another's chest, but I'm not sure if it qualifies for hands on own chest (see the far left). There's also still the question of whether to make an alias or not; I'm leaning toward yes, mainly for autocomplete purposes.
