[Feature Idea] Flag/Appeal Preview

Since flags and appeals are uneditable after creation (at least by us common folk), it would be nice if there was a preview function like most other items on this site have. As a point of comparison, Dmails are also uneditable but they do allow a preview.

We have the "preview" option on various things such as comments and notes as well, so why not flags and appeals too?

issue #2971. Provence also made an issue a while back regarding editing flags, which I think is not a bad idea but would take a bit more work (mainly because people should be prevented from editing resolved flags and appeals, but currently this isn't tracked well).
