Hand on/hand on another's/hand on own body parts

The way this is currently is far too inconsistant.

We currently have tags in the "hand on x" format for:
hip
head
shoulder
thigh
ass
breast
forehead
leg
lap
ear
back
neck
ankle
foot
arm
penis
feet
thighs
legs
throat
hips
cheeks

We also have tags for "hand on own x" for:
chest
face
cheek
head
knee
chin
stomach
thigh
arm
shoulder
ass
forehead
neck
elbow
wrist
hip
headwear
leg
elbows

and hand on another's x" for:
head
face
shoulder
cheek
chest
chin
hip
back
stomach
arm
thigh
ass
leg
neck
knee
hand
crotch
hat
penis
ear
throat
mouth
upper_body

This means we have all three variants for:
arm
ass
head
hip
leg
neck
shoulder
thigh

Firstly, should this not be consistant across body parts? (I removed the "hand on hand" one as it's a bit different)
Secondly, if a hand is on a body part like an arm or a shoulder, then it will either be on their own or another's. So there's no point having all three tags, with no implications between them.

Three possible solutions:
- Have all three tags for each thing, with "own" and "another's" tags implicating the base "hand on x" one
- Scrap the "hand on x" one and keep the "own" and "another's"
- Scrap the "own" and "another's" and keep the "hand on x".
The first two of these would require gardening of the "hand on x" ones.

Maybe with the third option...

...we could also add a qualifying tag, either hand_on_self, hand on another, hands on self, hands on another.

The above is already done to a degree with the *_pull and *_lift tags, with a pulled_by_self, pulled_by_another, lifted_by_self, lifted_by_another.

One advantage to the above is that it would make it easier to find all instances where a person's hands are on themselves or another.

The third option will not work for all of these tags. For example the hands_on_hips tag is a very specific pose, arms akimbo.

My past and present stance was that naming did need to be standardized, but I still feel that standardization was only necessary in using hand/s_on_* to refer to hands on oneself and then a separate set of hand/s_on_another's_* for hands on someone else.
