Looking at breasts vs. looking at chest

I wanted to ask something which is if we could create a tag that is called looking_at_chest (or maybe something more intuitive.
Anyways, I've read the wiki page of looking_at_breasts and it states that this tag covers both characters with breasts but also characters with a flat_chest and that is quite the contrary of the tag's name which suggest that there are breasts.
Also, I think we don't have a tag when someone is looking at a male's chest and that can never be covered by the looking_at_breasts tag.
So I suggest to create a new tag that is called looking_at_chest as an umbrella tag and let looking_at_breasts imply this new tag.

There's also characters potentially looking at a male's chest, which is also different. I'd say having two separate tags is appropriate here.

Yes:
Case 1: looking_at_chest if the person has a flat_chest, has breasts or is male.
Case 2. looking_at_breasts if the person has breasts.

-> Imply looking at breasts -> looking at chest
