waist_cape and coattails

I noticed there's a waist cape tag, but there's no wiki page for it. I've taken a look at some of the images that use this tag, and it seems that we should probably define what a waist cape actually is.

Compare post #2543591, where there appears to be a cape around the skirt, to post #2531789, where the supposed cape is actually just part of the uniform, and would probably count more as coattails.

Then again, it's a bit difficult to tell, since there's no wiki page for coattails, either.

And then there's post #2460857, where the cape is just a fur blanket or cape (it's a bit hard to tell what you could call it) that's strapped to the waist.

I believe it would be a good idea to properly define both waist_cape and coattails, since it seems there could easily be confusion on either part.

Here's what I'm thinking: waist_cape could refer to a cape that extends from the bottom wear, like the first post.

Coattails should refer to any coat (or uniform, I suppose) with an extension that's split in two, no matter how small the split is, like in the second post.

Of course, that's just my opinion. And I'm not entirely sure about it, so I thought I'd ask more experienced people for their opinions.

I believe there could be a physical distinction for coattails, at least. As the name suggests, they should come from the coat/top, and not from the bottom. Regardless of how low the coattails begin, if they are clearly part of the upper garments, then they should not be mistaken for waist capes or overskirts. The second post I linked would be a clear example of being tagged as such.

Again, that's my opinion.

As for waist cape and overskirt... is it necessary to have the two as separate tags, then? I'm looking through the images, and they're remarkably similar (some images are debatable as to whether or not they should have the tag, though). Or perhaps one should imply the other?

If we could properly define the two, then this would be a lot easier.

Maybe I'm thinking about it too much.
