[Feature Request] Recurring Bulk Update Requests

This idea came about primarily as a result of topic #12651.

Basically, the idea is that there are some mass updates that will need to be run periodically as implications are not possible and therefore untagged entries will increase over time.

The original Pokemon mass update was with the following BUR around 8 months ago.

I asked GabrielWB to update a request adding the newest pokemon which can be found at the following BUR.

When I ran my own mass update script using the above, it caught about 350 misses that has built up since 8 months ago. This is a positive indicator that this is something that would need to be run on a periodic basis and occasionally updated, but it should be something that is more incorporated into the site itself and not dependent upon any particular user to update.

I'd like to therefore propose a new type of BUR (mass updates only) that will be run every month once it gets approved by an Admin. Once approved, any Builder+ will be able to edit that BUR, but it must be approved again by an Admin before those changes go into effect for that BUR.

Thoughts?

I don't know, if it's just this one thing and it only needs updating monthly then I don't see a great need to automate it. The total time spent on bumping the request and approving it should only take a couple minutes. As long as the time spent doing it manually doesn't outweigh the time it would take to automate it, it's not really worth the hassle, for me at least.
