BURs should always be visible to anyone

Just saw that there is a possibility, that if a moderator creates a BUR or another implication request, the topic can be hidden. We know that there are moderator-only topics here, but a request should always be visible to anyone, because of discussions and it effects the whole community and not only the moderators.
I got this idea because of http://danbooru.donmai.us/mod_actions.
There was an implication created (I have no objections to it) but the topic #13429 is not visible to Mod- rank users.

Type-kun created issue #2772 to address this.

That was unintentional. There's a bug where I can't edit a topic post without setting its Min level to "Moderator". So I will have to wait for it to be fixed (though in this case it was a completely unnecessary implication anyway. Argh...)
