Adding tagging guide to the upload page

There is written that there is an upload guide. But since some people are just tagging bad and/or are only adding tagme, I thought it would be good to also include the howto:tag wiki somewhere into the page I linked above.
Simply because it is frustrating to do tag gardening because of this, like removing tagme, and Danbooru isn't really beginner friendly when it comes to learn tagging or tagging at all.

So it should be better to directly lead users who want to upload a direct link to howto:tag right when they are new registered, something like a beginner guide or to the upload page.

Oh yeah, forgot about this. I was thinking about having the upload page pull all the stuff about reading the upload guide, using the bookmarklet, etc from a help:upload_intro wiki page instead of hardcoding it. That way we wouldn't need code changes to update it every time, it could just be updated via a wiki page instead. issue #2767.

Also howto:tag could use some work itself. It hasn't been updated much in years. I think it's longer and wordier than it needs to be, it should be short and to the point so new users actually read it. If it's a wall of text it does no good, people won't read all that.
