Is there any differences between these two? As far as I know, all sun hats were made from same material like straw hats, with same design no less. So doesn't it mean that they're essentially the same thing?

I'd say there's a lot of overlap, but according to the wikis...
A broad-brimmed hat that protects the face from direct exposure to the sun.
A hat entirely made of hay.
post #2527656 is a sun hat, but isn't made of hay.
IRL, I've seen some sombreros and cowboy hats that are made of hay.
Regardless, just doing some browsing in {straw_hat sun_hat}, {-straw_hat sun_hat}, or {straw_hat -sun_hat} I see a lot of posts that are potentially tagged incorrectly given the above definitions...
A sun hat can be made of any type of material: felt, yarn, polyester, and so on. They aren't limited to straw.
A straw hat is (obviously) made from straw but doesn't necessarily have the wide brim that defines sun hats. A bucket hat or trilby could be made from straw but would look nothing like a sun hat.
