All three tags require a hat.

Edit: I've removed the goggles_on_hat implications.

-1 for goggles on hat -> hat implication. It's used for helmets also. We do have goggles on helmet tag, but it's not that populated. I'll suggest to alias both to goggles on headwear like it was done before with hand(s) on hat.

I also add goggles on headwear -> goggles implication to Provence request, since it's logical.

Just going to double check this, as hat_tip includes visor_caps I'm going to need to make sure people agree that visor_caps are included under the hat tag. The wiki for visor cap states it as a hat, but the bulk of visor cap images do not have the hat tag applied to them.
