Changing ratings by unpriveleged accounts

I'm infrequently going through the database and updating pictures with the wallpaper tag as necessary. I've noticed that I cannot change the rating of a picture (from safe to questionable, post #145557). Should I just add to the comments that I've found a non-safe picture?

Actually, I have been wondering whether ratings can be changed by privileged users. Or by admins only, the FAQ had no answer for me.

Privileged users can change ratings, yes.
