It bumps the post on the comment listing. The front page is strictly by upload order, newest first.

Makes you wonder why bumping isn't simply turned off by default for all the times you forget to check that box.
Some of us read through the comment listing to keep abreast of things (usually new comments tend to pop up on recent, popular images). Turning off bumping by default would make that less useful.
