And it's not because anything I upload is deleted. It's just randomly going down it seems. Is there an explanation for something like this happening?

The upload limit is a function of both the total number of posts you have posted, and the number of those posts that have been deleted. The period of time this covers is the last 60 days.
0 to 60 days ago = 31 posts
5 to 65 days ago = 37 posts
10 to 70 days ago = 38 posts
The number of deleted posts for all 3 time periods above remains at a constant of 2 posts.
As you can see, your total posts uploaded just 5 days ago was 6 posts higher for the 60 day period being counted. Even though your deleted posts didn't increase, the total amount of uploads did decrease.

Yeah it's almost like you have to carefully choose high quality uploads to avoid deletion, or something.
Well, danbooru calls itself a high-quality imageboard. So, if this feels this way, danbooru's webmasters did everything right.
(And no, I don't say this since I've unrestricted uploadlimits since I also was a member when this change was implemented^^)

To tell the truth, I also liked the new upload limit, although for different reasons. Before, I had always worried, maybe irrationally, that I would have a long string of deleted posts that would drive my upload limit down to the minimum of 4 per day (at the time). At least with the new system, if you ever get in such a funk, it's much easier to recover. Just take a break for a while, and eventually your upload limit will be restored.
Mine go up and down depending on how many have "did not like the post enough to approve it". Yup, hows that reason for not approving it going.
high-quality
That's laughable. If they really want to uphold that, Jpeg Artefacts and scanning defects should be more extensively tagged. I'm not saying don't approve them, but they should be tagged.
I don't mind the change too much most of the time. But then there's that one day that I really really hate it, in part because of the 24h reset instead of whenever the posts are approved. Like today.
