Noticed a whole bunch of pictures in the comments recently that had their comments hidden by down votes. All the comments were by the same person who was using Spanish (I think) on a whim I decide to check his past comments that he had made using Spanish and every single one had been down voted. That strikes me as wrong to simply down vote a comment for not being in English unless there is some rule I am unaware of isn't that borderline trolling?
I don't think comment voting has any rules whatsoever, but I might be wrong. In any case, it's a personal thing for each voter, and "I don't even know what this comment says" might be a decent reason to downvote for some people, which in turn would lead to non-english comments getting downvoted. I don't think you can point out any of the downvoters and say "what you're doing is wrong"
Maybe he got downvoted by someone who actually speaks Spanish because his comments were stupid? I used to downvote few Russian comments I found here for that reason.
Also, what is the point of making a comment in a language most of the site visitors will not understand? Most likely a person who disregards this simple fact doesn't have anything consistent to say anyway.
I once tried to say that there's nothing wrong with posting in other languages and somebody pointed out it's implied there is in howto:comment with the line "Don't worry if English is not your first language, just do your best." Didn't feel like butting heads over that at the time.

If the user in question is the one I'm thinking of (not to name names, but the only source of multiple Spanish-language comments recently I can remember), this is likely the case. It's all vapid "wow great ass" "wow great tits" nonsense that'd be downvoted in English too.
