Unlike jizou, which seems to be a tag used exclusively for statues, the inari tag is used for various living depictions of the deity Inari (post #357642, post #484673, etc.), so it should be a character tag. For statues of Inari, I think it should be sufficient to tag them inari statue. Statues of Buddha, Bishamonten, or other divine beings can be tagged in the same way.

I think alternate_headwear is good enough. I expect the characters do not wear anything on their head when I search no_headwear/hat.
