If you add a new tag without a prefix to a post, it automatically becomes a general tag. You can prefix a tag with "character:" or "char:" to automatically create a character tag or change the category of an existing tag. You can also edit the category by clicking on the elipsis and "Edit" in the Tags page, if you click on "Tag history" you'll see that Damian changed it for you. For more info, see howto:tag.

That's kind of a strange combination of a tuxedo_shirt and a pinstripe_jacket (mostly because you aren't seeing the jacket's lapels, making two pieces seem like one). Seeing as you can see the white cuffs on her right arm, however, I think the artist's intention would be to have the shirt and jacket be two separate things, and would tag it that way.

That's a good question... If you could see the television set as an object in frame (like post #6557054) I would definitely not apply environmental tags like outdoors and day based on the tv's content. In this case, though, it is basically framed by a comic panel so you could consider the tv's content to be the content of the panel, in which case those environmental tags would apply. Visually I'd say there's enough "image of a character outdoors in a park/playground" for the tags to apply to the post.
For what it's worth, post #7327271 is a similar situation and does have the outdoors tag, but that's just one example. It's also a lot more clear in that one because the first panel is really just the outdoor scene, and only in the context of the second panel is it known to be on a screen. Your post #7438626 has the scanlines and the character viewing the screen so that's more difficult. In the end it's about search utility, though. I see an outdoors scene in that post and missing it from a search is probably a bigger problem than the little bit of noise it will cause when unwanted.
More opinions would be nice.
Should we have a tag for the, recently, increasingly popular, very high waist slit/dress, like in post #7439416?
That goes higher, not just than the hip, but higher than where the panty lines should be, and sometimes higher than the hip bone.
High waist/highleg dress, or slit could be good, or should we just overpopulate the bare hips tag?

Not quite sure if this is on_water/lying_on_water, or submerged/underwater? I know that the translated tags say underwater, but that tag at pixiv wasn't added by the original artist.
