It definitely is limited palette, added that tag, but I kind of get what they meant, not only is it limited palette, the artist used a single, unnatural/unexpected color for the shadings. I do see this technique every now and then, but I wonder if it has been given a name, I think it often appears alongside flat color? (or anime coloring mentioned above)

That too, I was asking for the arrow on it cause it used to be tagged arrow (projectile) so I was looking for a replacement. But we don't seem to have a twister wheel tag, and spinner is a type of car.
