Yeah… the tag history isn’t exactly news to me. Who used the wrong tag was irrelevant for the question at hand, so I didn’t bother looking it up. I guess I should instead have written “it’s currently tagged as halterneck”. Well, it’s tasuki now.

Is there a way to extract or copy tags from 1 picture which i'm modyfying and paste to my being uploaded picture? Its just takes time to copy all tags from original pic and delete all counters, "?" signs, retag author and copyrights...

Just open the tag edit box and copy them from there? Press E or Shift + E to open it.

Since the artist in question has 67 posts on Danbooru it seems like they are allowed.

The tag for tracing is derivative work. Tracing isn't disallowed, but knowingly uploading traces isn't something I would do. This artist in particular mostly makes straight-up copies of kantoku's work. He gives credit, so while it's not technically plagiarism, it's not adding any extra value to the originals either.
