And upload limit is the last thing I worry about. People simply like when their work is appreciated. In case of uploading it means being accepted. It can be enough disheartening knowing that even when you do your best, your uploads sometimes won't be accepted, often "just because". And now you want to add another reason for "meh - why bother" reaction and eventually not posting it.
Put another way, I don't see the sense in "penalizing" a user whose compressed JPEG gets uploaded, childed to an existing better version, then deleted unless they get here with it before the better one and then it's okay to stay.
Because the former one obviously hasn't done his homework by checking if the better version is already here.
Plus, there's still the fact that just because something exists doesn't mean it needs to be on Danbooru right now, despite what the time between being on Pixiv and time to Danbooru upload on most semi-popular artists would seem to hint toward.
That's one side of the coin. The other one is that if something isn't posted right now, sometimes it's never posted.
From my personal perspective I think there are tens if not hundreds of pictures I could upload here (see above "meh - why bother") but I didn't and never saw them again. Some of them probably wouldn't get through queue, some of them probably would.
