Error in upload limits documentation?

about:upload limits says that upload slots for users below Contributor level max out at 20, but I've seen upload limits higher than that and users with more posts pending than that. Is this an outdated statement?

20 is the base cap but as more of your uploads are approved you can get way higher than that, kikimaru's cap is like 2k posts and nanami's is probably the same.

I thought the base cap was 10?

Oh, so it is. Back before the formula there may have been a hard cap of 20 but that's been like 5 years so I'm not sure why it wouldn't have been corrected.
