howto:romanize is the gold standard here, so on Danbooru, リュウ will always be "ryuu". guy seems to fall under the "non-Japanese or outright made-up proper names" clause, and should probably stay where it is. I don't know enough about Street Fighter to have an opinion on m_bison -> mike_bison, which isn't really a romanization issue anyway.
Con said: You might find some anime where a character's name is only ever given as フランク, but here we would use the tag 'Frank' and not Huranku. Obviously.
Asuka Souryuu Langley -> Asuka Souryuu Ranguree, if we blindly stick with direct romanization. Which would be stupid.
Why are you giving non-Japanese examples when the character in question is Japanese?
You can't and shouldn't apply the same rules to Japanese names as non-Japanese names when discussing the Japanese language. Rendering a Japanese name in katakana does not make it non-Japanese.

'Guy' is just like 'Ryu.' It's a Japanese name (with kanji) with a consistent English spelling that isn't 'gai.' So yeah, guy -> gai (or gai_(final_fight) if it needs differentiation, but not street_fighter)
While we're at it, todo_kasumi -> toudou_kasumi

No problem. There are genuinely ambiguous situations (アリス can probably cause some headaches between Alice and Arisu, especially if the character might be half-foreign or whatever) but for us, Ryuu is pretty clear cut application of the guidelines.

He's originally from Final Fight (in every FF game), and has made two (real) appearances in Street Fighter: SFA3 and SSF4.
His pictures might still need the street_fighter tag, however, since his SF look is slightly distinct from his FF look.
Ingrid shouldn't get street_fighter either, she's (the only new character) from capcom_fighting_evolution. Should I post these corrections, or just edit the tags myself?

Okay, moved guy to gai_(final_fight) and left a note i the guy wiki to that effect.
And yes, any time he's being used in a Street Fighter context (which seems to be all his images here), it should get the street_fighter tag as well.
