Not only is it easier to spot, but I've seen a lot of non-unlimited users that still had stuff to upload but their upload limit was full to that point in time. Imo, having a flexible limit is much more beneficial than having a frigid limit that doesn't butcher (and only goes down when you mess up and not up when you're doing great).
The current system, as I've mentioned in the past, isn't really fair.
The proposed system isreally only dependant on the activity of approvers and approvers have now a higher incentive to approve post as they would otherwise lose that right pretty fast. There are also approvers all around the globe (America, Europe and Asia are all regions that at least have one approver I know about and together they cover every time zone and even overlap each other). Meaning no user should have the advantage of being in a specific time zone.
